Cook onion and green pepper in an oiled skillet over medium high heat until tender; set aside. In same skillet, brown meat; drain fat. Mix in garlic and other seasonings and water. Bring mixture to a boil; reduce heat to low and cook uncovered for 5 minutes. Return onions and bell peppers to skillet; add tomatoes. Heat through and serve with warmed tortillas. This recipe serves 4 people. Due to the nature of this recipe, it adjusts the number of servings in multiples of 4 only.
